The set of relkinds checked by truncate_check_rel and RangeVarCallbackOwnsTable is different (toast and matviews). And in the case of VACUUM, partitioned tables can call RangeVarGetRelidExtended when one is listed as part of a manual VACUUM command. -- Michael
