I can't reproduce that:

test=*# Select sum(xact_commit) from pg_stat_database;
  sum
-------
 73470
(1 row)

-- 5 minutes later:

test=*# Select sum(xact_commit) from pg_stat_database;
  sum
-------
 73470
(1 row)
