I don't know about others, but I find this terminology confusing. The
progression should be:

(Not accepting submissions) -> Accepting submissions -> In progress -> Closed

Indeed, just reading the subject of Roberts mail
had me confused for a while even though the body
quickly sorted that out.

Yeah, sorry about that. I meant "closed to new submissions", but I should've thought more carefully about the terminology. I'll try to be more careful in the future.
