I think it makes sense to have it be userset because someone could run vacuum on one table with a different defer_cleanup_age for some reason. I admit I'm having trouble coming up with a good use case. I don't > feel too strongly, but it can be argued both ways, at least. This goes back to your pluggable rmgr point. Someone could add a new index method and get bogus results on their standby. And unlike hash indexes where there's some hope of addressing the problem there's nothing they can do to fix this.
