Why do you need any of this?  The logic is pretty simple:

SAVEPOINT my_savepoint;
select ...::regclass;

-- if it works
RELEASE my_savepoint;

-- if it fails
ROLLBACK TO my_savepoint;
RELEASE my_savepoint;


Granted, it's not super-performant ...
