Yeah. We could consider
CREATE INDEX CONCURRENTLY (already exists)
SWAP INDEXES (requires ex-lock, swaps names and constraint dependencies;
or maybe just implement as swap of relfilenodes?)
DROP INDEX CONCURRENTLY
The last might have some usefulness in its own right, anyway.
