FTR, Perl's DBD::Pg lets you do this:

   $dbh->{pg_placeholder_dollaronly} = 1; # disable ? placeholders
   $sth = $dbh->prepare(q{SELECT * FROM mytable WHERE lseg1 ?# lseg2
   AND name = $1});
   $sth->execute('segname');
