There is a language that is much better integrated with SQL - SQL/PSM
I think it is worth considering ways to increase compatibility with plsql, as well as pulling PSM into core. The former would be to help migrating from Oracle; the latter would be to provide everyone a cleaner built-in PL. (IMHO a PLSQL equivalent could certainly be an external extension).
