Currently, we issue SnapshotResetXmin() pointlessly at end of xact, so
patch attached to remove that call, plus some comments to explain
that. This reduces the cause.

Also, another patch to reduce the calls to SnapshotResetXmin() using a
simple heuristic to reduce the effects.
