pgsql-patches. I had the problems with VC6, but this fixes probably bcc
also.

BTW,

for pgadmin3 use we have http://snake.pgadmin.org/snapshots/postgresql/libs-win32-20030829.zip which includes a static libpq and the openssl libs.

Dave, maybe we should mirror this also to postgresql.org?
