There is no reason to keep pg_id, because the only reason it exists is that the standard 'id' program does not behave sanely on some platforms. pg_id is in fact a near-copy of a subset of an existing 'id' implementation. About pg_encoding. There is currently no way to tell whether an encoding exists. Normally you would put this kind of thing into a system table, but doing that is a bit tricky with the encodings.
