I believe it was left in for backwards compatibility and afaik it still builds in the 8.0 tree. If you'd like to make the argument that 8.0 is a good time to remove it go ahead. The first couple lines of README.tsearch might help:
"This module is deprecated in 7.4 version of PostgreSQL and will be
obsoleted in 8.0. Please, use new tsearch2 contrib module."
Compiling and working are different things :). To be fair I haven't tested TSearch on 8.0 but since it is considered outdated... perhaps we should remove it.
