REINDEX ALL? REINDEX DATABASE ALL?

What is this patch supposed to do? As far as I can see, there is already a reindex command ...

Command: REINDEX
Description: rebuild indexes
Syntax:
REINDEX { DATABASE | TABLE | INDEX } name [ FORCE ]test=#
