I proposed a syntax for this awhile back.  I haven't found it in the
archives, but it goes like this:

EXECUTE IMMEDIATE $$
    function body here
$$
LANGUAGE plfoo;

Similarly, a CREATE TEMPORARY FUNCTION could be quite handy.
