Doesn't pgfoundry offer this? If not in 3.3, I'm sure it's in Gforge 4.0, or 4.1 which will be released soon.
3.3 does not - have not looked at 4.x. Unless it's gone through a radical upgrade I don't think it's good enough. A mail interface is only part of the story.
