[HACKERS] Compile libpq for pg8.2.3 with vc7

Trying to compile 8.2.3 with VC 7.10.3077 (2003) on Win32, I get the 
following error:

mypath\postgresql-8.2.3\src\include\c.h(88) : fatal
error C1083: Cannot open include file: 'pg_config_os.h': No such file or 
directory


Is this a known issue?  (is there a patch available?)
