Which interface are you using to connect to PostgreSQL? libpq, libpqxx,
pgjdbc, python-popy?

E. G. PGJDBC handles prepared plans transparently by using the
PreparedStatement class.

If you use command line PSQL, you can use the PREPARE commands.
