Under hpux I see
pg_controldata $PGDATA
...
LC_COLLATE:                           C
LC_CTYPE:                             C
Under linux I see
pg_controldata $PGDATA
...
LC_COLLATE:                           en_US
LC_CTYPE:                             en_US

That explains the confusion, even to me.
