Do you know how to do that?  A function "approx_count(tablename)"
would be really handy, but

  FOR row IN EXECUTE 'EXPLAIN SELECT * FROM ' || tbl LOOP

fails with the following message:

  ERROR:  cannot open non-SELECT query as cursor
