They don't; there are a myriad options. I've got numerous 'normal users' who use a database to do reasonably sophisticated things. All you need is a good client; we use DbVisualizer [ http://www.minq.se/products/dbvis/ ]. There are others, you don't need a programming language at all if all you want is "output data from database". Many of these, including DbVisualizer include GUI drag-n-drop query builders.
