This "new type" already exists: ip4r, which can be found in pgfoundry.
With it you can do

CREATE TABLE mytbl (
  iprange ip4r NOT NULL,
  ...,
  CONSTRAINT range_check CHECK ((NOT overlap(iprange)))
);
