In order to allow for a good experience, we should have a pretty good
networking experience.

But what would work is to have people not present there to pair together on
the internet and work on the issues.

As for Hangouts, the "Squeak" mondays were really nice to attend.
Why not do this for Pharo? We could discuss side things or exciting
developments (I am currently hooked on Phratch :-) ).
