Can't you as a workaround use only one startup action that performs both
actions sequentially?

StartupPreferencesLoader default executeAtomicItems: {
  StartupAction
   name: ‘My second startup action’
code: [
             "the code of the *first* startup action"

              "the code of the *second* startup action"
        ]
     runOnce: true
}
