Yes, it is a good start.
As far as I understand what the Sugar Labs people try to do, they want
to propose Sugar as an OS for learning, universally deployable in any
kind of devices.
I feel it as a great opportunity for Pharo to be there as well, not to
mention the huge advantage you got developing an application with Pharo
as it become trivially portable.
Yet, there are things to be done. Along Sugar theme, gettext support (or
any portable equivalent) is necessary.

We did a Sugar like theme for Sophie back then, might be worth checking
in the css and artwork if anything could be reused for
extending/fine-tuning your theme.
