After copying 
  - "RomePlugin.dll"
  - "libcairo-2.dll", 
  - "libfontconfig-1.dll"

(which I got from an installation from www.opensophie.org) 
into the windows VM folder (Win VM 3.11.8) and patching #clipRectangle: 
I was able to see the red car moving.


Smalltalk listLoadedModules gave me in 1.1. core:

Maybe you miss the cairo and font config stuff. You can
try to abuse a Sophie installation to see if it runs/whats required.
