I experienced the same issue. I assumed that I did something wrong so did-not report it. I installed PL 3.0 over the previous version and I think that this this broke the VM somehow. To fix this, I uninstalled Pharo-Launcher, cleaned out everything in %userprofile%AppDataLocalPharoLauncher, reinstalled it, and now it works again.
