The Launchpad bug submit process requires clicking on "Extra options" to attach
a .phatch file.
"Include *always* your action list and an example image with which the bug can
be reproduced."
Since you insist on always including a .phatch, then the file attachment list
should be always on, not require clicking on "Extra options" to expand it.
