The correct way to enter ç with a us-intl keyboard is <MultiKey> <comma> c. I played with some alternatives, and found that it wasn't worth adding other sequences such as ''c or ',c, like I did back for Psyche: compose works just fine, and it's not like you're saving a keystroke or anything. The change in XFree86 is justified because us-intl has no obligation to be Portuguese-centric.
