If it's any consolation there's been a feature request for something like what you want -
Don't know what the roadmap is like, but the basic idea is like modules.conf, which maps out drivers/devices and options, you would have a nice.conf which would list any programs that should be run at other then the default nice level - for instance it might be common to run X at -10, or xine or doom3 at -20, while building of the locate db would be +10 or something.
I suppose that, just as newbies don't see the actual modules.conf, nice.conf could likewise be abstracted behind some nice non-threatening GUI front end.
