Not quite. RPMS are compiled w/ -mcpu=i686 -march=i386, adn opt level -O2. The higher the -O level, the larger the binary/process becomes, so it actually takes more register/cache space on a CPU, even though in theory it won't be there for that long. Certian RPMS, such as the kernel and glibc, and openssl, which can strongly benifit from a -march=athlon or what not, are provided by Red Hat.
