Oh, I thought you were referring to DiskDrake, which is available as RPM/SRPM.

It's not in an rpm, but part of the install CD.

Obtain the first Mandrake install CD (the almost released 9.1 will allow NTFS 
re-sizing). Boot as if doing an install, use the tool, re-boot to install Red 
Hat.
