I believe that tacking on a "credit card fee" is not legal anywhere. It is covered in the federal fair credit act somewhere. You can offer a cash discount or you can charge everybody the same price but you can not add on the credit card fee.
As to the "big time phonograph parts dealers" who tack on a credit card use fee. When i identify the dealer I make sure that everybody is made aware of this individuals practice and the legal status of that practice. In other words, I name names and dates. I also avoid doing business with these people if possible. Yes, California has a state code that mimics the federal code, so you can get at them twice if the sale is in CA.
