It looks like one horn collar stuffed inside another one to me.  I've never
seen a felt piece on any tone arm or in any picture/illustration.  I'm
guessing it is a customization.  Someone thought it would 'protect' the
finish, not unlike plastic slip covers on furniture.

The horn has an apparent extension to it that  I've  never seen before.
Also 
there is a felt collar to serve as a  reproducer rest. That's a great idea
but 
I've never seen a machine with one of  these.
Were these actually present  on original  machines?
