It's completely up to your webserver to decide what to do with messages
to stderr, e.g. Apache writes them to the error log. Apparently ISS
doesn't.
Not a bug in PHP.

Whenever I call Exec() within the CGI version of PHP I have noticed
that the stderr stream from the Exec'ed program gets placed in the HTML
output returned to the client.  This should not the intended
design...as this does not happen when I'm running the ISAPI version of
PHP.

Is this a bug?
