Bug description:  SSL pags fail using some versions of Netscape

Since upgrading from 4.1.0 to 4.1.2, Netscape users have not been able to
submit forms over SSL.  They get an alert box when they press the login
button on our webmail app that says "Document contains no data".  The only
thing that has changed on this site is the version of PHP --
Apache(1.3.22) and modSSL(2.8.5-1.3.22) are the same versions.  When I
downgraded to 4.1.0, the problem stopped.

Also, if they accessed the page through port 80, they were able to login
fine.

Netscape versions affected:
6.0, 6.1, All versions we tested up to 4.73
