What if you turn off output_buffering in php.ini?
(and also make output_handler to be empty)

I want to show you how my phpMyAdmin looks when i try to run it on my
machine i´ve encountered this problem down 2 version 4.0.6 and down to
apache 1.2.3 to apache 2.0.

This is an image taken from index.php when i use phpinfo(); to view all
php settings.

And here it´s example from phpmyadmin and the left frame doesn´t
sometimes load all the databases out so when i hit on the lowest one in
the list, it just displays HEX code instead of all the tables that
contains the database.

And this does now happen on like 90% precent occations when i try to
load a page on my localhost, when i was using version 4.0.6 this was
slightly better, it did just happen like 30% occations on output. 

One time, if this helps.... i was scrolling over this HEX code that
outputs instead of the html code i saw i climps of v bulletinn threads,
i was browsing on the vbullettin board on sitepoint.com and now they
where on my page?

I´m not using any modules and this is just a raw cgi version of an
win32 php installer file.
