Bug description:  After memory size exhaustion, Apache dies on next SIGUSR1

Everytime I have an "Allowed memory size of ... bytes exhausted" error in
PHP, my Apache 1.3.24 dies on the next SIGUSR1 (graceful restart) it
receives (only the Apache main process dies, without log entry).

Config:
- PHP 4.1.2 to 4.2.1 tested (compiled-in)
- Apache mod_ssl 2.8.8
- ZendOptimizer 1.3.1
- Memory limit set to 8388608
