This bug has been fixed in CVS. In case this was a PHP problem, snapshots of the sources are packaged every three hours; this change will be in the next snapshot. You can grab the snapshot at http://snaps.php.net/. In case this was a documentation problem, the fix will show up soon at http://www.php.net/manual/. I just tried if change was made and no changelog record was made. Because I can not compile PHP from source code, I have no idea what else I can do. Anyway, I am going to ask someone somewhere for help how to enable php_gd2.dll on Win in binary distribution. I tried it with enabling php_gd.dll or php_gd2.dll in php.ini, but with no success. Calling function function_exists() with above image functions as parameter resulted in FALSE.
