after executed sql query like that
IF NOT EXISTS (SELECT * FROM NumberGroup WHERE (GroupName = 'rrgrrg'))
INSERT INTO NumberGroup(GroupName, AddTime) VALUES ('rrgrrg', 1);
an executed mssql_rows_affected alway return 0 either GroupName=
'rrgrrg' not in database
