In order to change the include_path in pear you must reinstall pear
after you have made the changes to the php.ini file.  Install PHP,
change PHP.ini, and then use go-pear.bat.

I can't reproduce this (with PHP 4.3.2-dev) under Windows 2000. Please
try it out.
