Bug description:  /usr/bin/php-cgi -d open-basedir=/var/www hast no effect

Description:

Hi
I have compiled a CGI-Version of PHP and now I want change the directiv
open_basedir with the commandline param -d open_basedir, but this has no
effect :(

Background:
I have the apache2 with FastCGI and I want use everytime the same php.ini
for all vhosts, but I want change open_basedir to the local dir of the
vhost.

Have someone a idee what I can do?
