Hi,
After "configure --with-your-options" and "make":
You must modify:
config.status
config_vars.mk
and replace:
.....apxs -S LIBEXECDIR....
flag
with -L flag.
Then "make install" again.

Apache 1.3.2 is really old, please update it to a newer version, i.e.
1.3.20.

I use Apache 1.3.2 on a Cobalt RaQ2
I used:
./configure --with-mysql --with-apxs --with-enable-track-vars
make also didn't give any problems.
make install gives an error:
