Oddly this problem is resolved when using --with-openssl=/usr. on some systems it may also be neccessary to use --with-mysql=/usr, --with-mysql-sock=/var/lib/mysql and to add links to libmysqlclient.so to /var/lib/mysql then to add the same link to /usr/lib/mysql.
