This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.

Looking through the patch this looks like a clean update for 64bit
compatibility.  Applying this to HEAD would be wise.

The ext/odbc code does not use ODBC 3.52 API datatypes which makes it
impossible to use with WIN64 and Unix 64bit systems.

I have created a patch to add this functionality which has also been
posted to the php-dev mailing list.
