I get the same error message as when I tried to configure php without
pcre before:

It appears to be related to the -with-pic option.
Here are the results:
Case 1: PASS ext/session/tests/016.phpt (ran twice)

I ran configure again as:
# ./configure --disable-all --disable-cgi --enable-session
--with-pcre-regex
# make clean && make test
This time, the test PASSED:
# TEST_PHP_EXECUTABLE=sapi/cli/php sapi/cli/php run-tests.php
