I don't believe this is an ADODB problem. The same error happens if I
do this:
<?php
$xml = new COM("MSXML.DOMDocument") or die("failed to create");
$xml->Release();
?>

this is an adodb issue, the exception is not thrown by php.

under ISAPI results in this error page for me:
