Bug description: Override $_COOKIE forces new session ID
Description:

If $_COOKIE is overriden in a script, every request a new session id is
generated. The old session data will not be loaded again.
Reproduce code:

<?php
$_COOKIE = null;
session_start();
if (!isset($_SESSION['views']))
$_SESSION['views'] = 1;
else
$_SESSION['views']++;
echo $_SESSION['views'];
Expected result:
----------------
Incrementing value and session should use the internal cookie values
