This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.

The problem persists, and the Windows Installer has already added the
PHP path to PATH:

PATH=C:\Program
Files\PHP\;C:\Windows\system32;C:\Windows;C:\Windows\System32\Wb
em;C:\Windows\System32\WindowsPowerShell\v1.0\;C:\Program
Files\TortoiseSVN\bin;
C:\Program Files\QuickTime\QTSystem\
