Bug description: Windows 2003 X64 VC9 INSTALLER MSI not working

Windows 2003 X64 "php-5.3-win32-VC9-x64-latest.msi" is only 852KB.
Installer fails during installation at step n (" ")
The 'installer' versions for the Windows x86 packages are very close in
size to the 'non-installer/zip' versions. I am not sure why this one is so
small - I'm suspicious that perhaps the php binaries were ommitted from the
build.
