Bug description: Incorrect handling of SSL in configure.js
Description:

If you try to build PHP on windows, and don't have the ssl libraries
configure.js will see SSL is missing, but still configure phar to use
ssl. As a result nmake will fail. The expected behavior would be to
configure phar without ssl.
